In December 2016 a victim reported to police that he was receiving notices of traffic and parking offences for a vehicle that he didn’t even own. An identity fraud investigation was initiated by the Halton Police Fraud Unit that identified several other victims all of whom had vehicles registered in their name without their knowledge.

Working closely with the Ontario Motor Vehicle Industry Council (OMVIC) a used car dealer “Incarnet” out of Milton was identified as the source of the problem.  Following execution of several search warrants the father and son owners of the dealership were arrested for multiple counts of Identity Fraud.

On 24th August 2017 a guilty plea was entered and the accused Jan KOWALCZYK (59yrs) was convicted of several counts of Identity Fraud.  As part of the plea arrangement both father and son have surrendered their dealer licences as well as the right to ever obtain a motor vehicle dealer or salesperson licence in the future.
